This flwheel is designed to create a vortex in the contained water. This vortex sustains the rotational inertia by adhering to the inner surface thereby resisting the motion of being spun. When the flywheel is braked, the water moves centrifugally outward through the tubes and enters again tangentially to further sustain the vortex within the contained water. This allows for the flywheel to come to a complete stop and then for it to restart itself at a relatively high rotational speed using the aforementioned surface adhesion of the spinning water vortex. Put another way, this transmission of force is similar to the action of a Tesla turbine.
