In Los Angeles in 1996, Simon Phoenix, a psychopath stalked by the police and who has turned the city into a war zone, has seized some 30 hostages before taking refuge in a hideout full of weapons and explosives. With his superiors hesitating as to what methods to use, police sergeant John Spartan, nicknamed Demolition Man because of his expeditious methods, decides to take action and manages to break into Phoenix's hideout. Phoenix refuses to surrender, setting off a tremendous explosion in which all 30 hostages are killed. John Spartan is charged with reckless homicide and sentenced to a long period of hibernation and re-education in California's cryo-penitentiary: he is cryogenically frozen and must undergo a kind of brainwashing for 70 years, at the end of which he should be a citizen who no longer represents any danger to others, before being released from his hibernated state. Phoenix is also sentenced to life imprisonment in the cryo-penitentiary.

In 2032, society is now non-violent, with the last murder on September 25, 2010. Simon Phoenix is thawed earlier than expected and, proving by no means cured of his aggressive impulses, manages to escape from cryo-prison after killing several people. The police, unsure of how to deal with such criminals, decide to call in John Spartan, a more experienced officer. They bring Spartan out of hibernation thirty-four years earlier than planned and, in exchange for his permanent release, commission him to arrest his long-standing enemy, Phoenix, with the help of police officers Lenina Huxley and Alfredo Garcia. In the course of his investigation, Spartan discovers a sanitized world, where swearing is punishable by fine and love is made via computer.
