You are free to have your own opinion, but the reality is that I see mostly games and not tools in the contest.

I agree with you there are mostly games and not tools in the contest a lot of them have been added to the contest by people who simply did not know the rules of the contest

"Theme: There are no limitations on the theme or subject matter of the kit card designs. " - its not going to win but there is nothing stopping him enter the contest. Yes they are more than toys but they can also be toys. it says no where that they are not 'toys'.
